are nations within states and regions that have considerable autonomy, and,
some of therm, for example the Basque Country, have autonomy that includes the
fiscal domain. These systems are perfectly compatible with the competition policy
and with potencial developments toward fiscal harmonisation in the European
Union, although the way is not free of problems.
